Weekly and Monthly reports are only sent to the users setup for the Client.
If a Partner user is not also added as a Client user, they will not receive the reports for that Client. Being setup only as a Partner user is not enough to receive reports for a Client.
In our fictitious Partner example below, "Cyber Networks MSP" currently manage 3 clients.

For each of these 3 clients they have a single admin user "Bob", and "Bob" currently receives all the Weekly and Monthly reports for each client.

Should "Cyber Networks MSP" hire a new admin, or should "Bob" wish to have the reports sent to an alternative email address, "Bob" would need to not only invite the new user to the Partner, but also add the user to each of the Clients they are to administer.
This granular method allows for groups of clients to be managed by different individuals or groups of individuals. For instance, "Cyber Networks MSP" may have an account manager/management team looking after all their "Complete" clients, and a different individual/group managing their "Core" client relationships.
This granularity allows for a separation of ownership.
